Terms and Conditions
Course fees and dates subject to change. Lack of minimum number of students per course may necessitate cancellation of course. For individual students, a minimum of 50% deposit due upon application with balance for all fees for courses, lodging, etc. due on first morning of course. For companies sponsoring/paying for students, indicate purchase order number on application and include copy of purchase order when applying and supply a credit card until sufficient credit history is established. Companies will be invoiced for all fees, lodging, etc. upon completion of course.
Payment shall be due and payable 30 days from the date of the invoice (Due Date). Interest will be computed based on one full month's interest for each whole or partial month occurring after the due date. Interest will be compounded annually at the rate equal to prime, plus 2% as published in the New York Times at the time the interest is imposed.
No refunds issued 14 days or less prior to start date. Any cancellation or rescheduling of courses must be done in writing. All applicable sales / other taxes will be added as appropriate. Payment will be made in U.S. dollars by check (company, bank draft, personal) to:

It is understood and agreed by and between STAR Center and the student and/or employing company that in agreeing to train and/or evaluate the deck, engineer, radio officer, or ratings/unlicensed (sometimes herein "Officer/Ratings/Unlicensed"), STAR Center makes no representations or express or implied warranties as to the fitness or ability of said deck, engineer, radio officers, or rating/unlicensed to serve in such capacities while actually employed aboard the vessels of his/her employing company or any other employer beyond certifying as appropriate that said Officers/Ratings/Unlicensed have satisfactorily completed the training which he/she and/or the employing company has contracted with STAR Center to provide for license issuance, license renewal , license upgrade or other training or certification in accord with applicable US Coast Guard or other governmental regulations or, international convention or treaty requirements as may be applicable.
Registrant certifies that he/she is at least 18 years of age and that all the applicable flag administration medical/physical requirements are met and certifies that he/she is in satisfactory physical condition to participate in the course(s) for which he/she is registered. The course, unless otherwise advised, will be taught in the English language. Registrant certifies that he/she is adequately conversant in the English language to complete the course requirements.
STAR shall not be responsible for delays resulting from acts of God, strikes, lockouts, disruptions in transportation, employee death, or any other cause that is outside the reasonable control of STAR. It is understood and agreed that if STAR becomes subject to a Hurricane Watch issued by the National Hurricane Center and it is determined that STAR has a reasonable chance of being impacted by the storm, scheduled classes may be cancelled immediately without penalty. Personnel attending class shall be required to evacuate the campus at the earliest opportunity and their onward travel shall be their own responsibility. Personnel will be invoiced for room and board charges accrued to the time of departure, where applicable. The canceled course will be rescheduled at the earliest opportunity.
The student and/or employing company shall indemnify, provide counsel and hold STAR Center harmless from any and all claims for damages or other judicial or arbitration relief which may be asserted against STAR Center training or performing any competency evaluation of said Officers/Ratings/Unlicensed.
STAR Center expressly reserves the sole and exclusive right to determine whether any student seeking admission or admitted to any course conducted by STAR Center, or subcontractor or joint venture, shall be admitted or continue to be enrolled in any such course because of prior misconduct or misconduct in the course, classroom or on or off the premises which, in the sole judgment of the Director or his designee, adversely reflects on STAR Center.
The STAR Center is not responsible for personal property; such property remains the responsibility of the individual student and shall be safeguarded and secured by the student at all times.
Registrant certifies that he/she meets all applicable flag administration medical / physical requirements and is in satisfactory physical condition to participate in the course(s) registered. Should the physical condition change between time of registration and actual course start date, registrant agrees to inform STAR accordingly.
Registrant understands and agrees that confirmation of a place for the course for which registrantis applying for may not be final until two (2) weeks prior to the scheduled start date.
